This person works directly with customer IPTs during preparation and follow-on proposal process, presents proposals to senior management during delegation, and manages the process from receipt of RFP to final negotiation. This person frequently works with our customers by tailoring the proposal to meet their needs during preparation process, answering questions during the factfinding process, and participating in and leading negotiations with the customer from an estimating perspective. This person conducts cost analyses of major subcontractors to include working directly with subcontractors to gather and analyze the data and preparing the findings as a formal volume for presentation to leadership. This person works with various different cost and cost estimating models, including AUPC models, Risks/Opportunity models, Learning curves, Make/Buy models, etc.) and must be flexible in their job, willing to learn new concepts on a regular basis and able to solve different types of problems by applying altered solutions. This person is responsible for auditing and reviewing input from various disciplines to ensure it is compliant with our Estimating System Description.
